I set up groups for students to join but they are locked. Why is that?

Did you select the "self sign-up" option? When going to the group page, you should be able to see "Self sign-up is enabled for these groups." in the top.
See the image for an example:
If you don't see that, on the right, next to the +Group button, there is the button that you can click to edit the groups, and then allow self sign-up.

Along with what @Gabriel33 referenced related to self sign-up, are you able to share a screenshot of what one of your students is seeing? Have you reported this to your institution's Canvas team or directly to Canvas Support?
