How does a teacher go about adding iSee (an extension that can be added in QLearn) to their courses? This is for QLD state school students to be using.

Unfortunately, it seems like this is one you may need to ask your school/institution team about. I tried to google for iSee, but came up empty. Some integrations add course navigation (left menu) items, some can be used as links in modules, some through the rich content editor, some through assignments, etc... Without having any kind of info about iSee available, everyone here in the global community of Instructure product users would just be guessing. Perhaps someone who uses iSee will see this post and be able to answer, but I think the quickest route for you will be to ask locally.
