We have used the "Observer" Course Role for peer course reviews. Is there a way to make the Accessibility Checker page available to a role other than teacher or admin? When I masquerade as that role in a course it doesn't show in Course Navigation.

We have a teacher who, when trying to add discussions to a module, cannot see all of them.
