In pretty HTML editor mode, when I make any changes that is outside the current frame. The cursor or position is reset in the beginning. This makes it very hard to do any editing. Could you advise on how to solve this? Thank you.

It looks like Instructure is aware of the issue. They just posted the following known issue: [OPEN] Editing from the Pretty HTML Editor jumps t... - Instructure Community - 625484. Please watch that issue page for updates and resolution. Since this is a known issue and there is now a dedicated page for it, I'm going to mark this post as "solved", meaning your question has been answered (not that the issue itself is solved yet).

I tried to recreate this on my end, but am coming up empty. When I clicked to set the cursor position, then tried changing a setting outside the editing window, nothing moves in the editor until I click on another spot. However, I'm not sure I am effectively recreating what you are doing.
When you say you make changes outside the current frame, can you describe what change you are making? The better we can try to recreate exactly what you are doing, the better we can try to help determine a potential cause.
Glad it’s not just me. Coding has been more difficult in raw editor the last few days. Pretty editor red color code took over all coding, and in addition to curser hopping to top of page so you cannot see what is being typed, pretty now would not allow editing within existing code and insists on highly all
coding when I tried to change one line. Raw editor is working find, but is harder to focus and find lines.
