It looks like settings for students commenting on announcements has changed. Previously there was a setting where students could not read comments until they first posted a comment.
Is this no longer and option?

I never used that feature with Announcements, so I don't even recall that that was an option before. I remember, and often used it with Discussions, but not with Announcements. I do see exactly what you are saying in the Instructor Guide: How do I add an announcement in a course -- I submitted feedback about this to Instructure to revise the guide.
I think that you are asking about Discussions, not Announcements. Announcements are created by the instructor and are open for all to see.
Could you please clarify?
