How can I import outcomes and outcome groups from previous class sections to a new class section/ new term class without having to rewrite all of the outcomes individually?

You should be able to use the Course Import Tool for this, specifically selecting the option to import specific content rather than then entire course.
As you are following these steps, you will be selecting the course where the Outcomes do exist. You'll get the option to select specific content, and then you can drill down to select the specific Outcomes you want to import from one course to another.
I tested this out in my own sandbox course, and it worked as expected.
