If I put a student who is missing a lot of work in a new section that I create within the same course- can she have different close dates
Assuming that you don't have your assignments tightly coupled to your student information system or have it controlled by your IT dept, you can assign individual due dates per student without them being in a different section.
Or, where you have multiple sections, then each section can have its own due dates.
Note that if a student is in multiple sections this may distort the course analytics.
