The parent should get pair to the student with a pairing code or with your SIS. Once they are paired they have the same course views as students. So if some teachers don't have a Front Page or Pages viewable to students the Observer won't have access either.
For my school not all teachers have Assignments in the course navigation as they want students to access Assignments from Modules. The Observer account will see the same items the students see. You can ask your admin to review the Observer permissions as well.

Parent Observers, how they connect (e.g. with the pairing process or SSO) and the permissions of what they can and cannot see are usually set up by your Canvas Administrator. Perhaps you can check with them what permissions parents have/should have to check it is consistent across your organisation?
