Since the error seems to be referencing an invalid target_link_uri, have you tried editing the tool to provide a valid url in that field first, then deleting it?

Is that an instructure-hosted Canvas environment, and are you a full root account admin in this instance? I ask because it doesn't really look anything like the developer key editing area I have as a root admin for our Canvas instance (which also matches what the How do I manage developer keys for an account? - Instructure Community - 249 guide shows). Since I see the word Partner in your instance title, maybe this is a special view Instructure gives to partners, but I thought it would be good to verify this with you first.
