If I conclude a student as soon as they have completed can I still access their evidence?

I'm not sure if you've already read through this particular Guide, but I wanted to share this link with you:

Also, you could try concluding the enrollment in the course but doing so in your school's "test" environment. Now, normally you would sign in to your school's "production" environment on a day-to-day basis. A "production" URL looks something like this where SchoolName is the name of your school:
https://SchoolName.instructure.com
Your school's "test" environment is a separate environment from "production", and anything you do in "tests" does not affect things in "production". Your "test" environment would be located at:
https://SchoolName.test.instructure.com (again, making sure to put your own school's name in the front of this URL)
Just make sure to log out of "test" before you return to your "production" environment.

In summary, try logging in to "test", conclude a student, and then see if you can access their evidence. Keep in mind that, based on the release schedule outlined in the link above, the information you see in "test" may be slightly older than what is in "production".
