How can students see my comments on ungraded surveys?

Hi @PatriciaKeffer -- I've actually never tried it, so I don't know if they can. But if they CAN see your comments, I would guess it is the same way as they would for classic Quizzes since Surveys are essentially the same tool. Hopefully this helps.
