In order for you to use Catalog to distribute courses, your school or organization must license its own Catalog server. There is no "Free for teachers" version of Catalog the way there is for Canvas.
You would probably not be able to purchase a license for Catalog just to teach a single course, and it would likely be far too expensive. The license contracts are designed for organizations with many courses and users, who can provide their own payment system, and the setup, configuration, and management of the system can be somewhat complicated.
It depends on the anticipated number of student enrollments, I'm sure, plus there is and initial onboarding/setup cost to provision and configure your system. I don't remember the budget for our system when we initially licensed, but it was in the tens if thousands of dollars...
