What does it mean if the Help Icon has a number next to it/how can I replicate that? Does that mean that someone has submitted a "report a problem" ticket, and the user logged in is an admin, a field admin, etc.?

Based on your question, I'm assuming that you are a Canvas administrator at your school. The number (badge) that sometimes displays above the "Help" icon on the left-hand global navigation bar has nothing to do with "Report a Problem" or anything related to a specific user being logged in. Rather, that number is related to Release Notes and Deploy Notes linked here in the Canvas Community. Check out the section on "View Release Notes" near the bottom of this Guide:
