As an Instructor, I have the permission to "Reset Course Content", which I did. It reset everything as I desired, but it left my Item Banks. I wanted those cleared as well, so how can I make it so it does everything?

If I understand it correctly, Items banks that are used for the New Quiz engine are technically connected to your physical Canvas account instead of physical courses. This comes in handy because you can use your item banks in any course where you have the permission to create and edit a quiz using New Quizzes.
When you reset a courses content, resets pretty much everything at the course level and won't delete item banks since new quizzes uses an LTI/ External tool to retrieve those. Resetting a course's content will delete Question Banks for the old Classic Quiz Engine.
You do have the ability to delete individual item banks if you desire that outcome. HERE is a guide on how that works. Before you do that, keep in mind:

I have used Blackboard, Moodle, and now work at a Canvas university. When grading quiz items. I want the ability to view all of the students' responses to a single item at once. This could allow consistency in grading and speed up the grading process. This functionality has been available in Moodle for over 10 years.
