Is there a limit on how many external tools can be added? It seems I can continue to add them, but not all of them are showing in the drop-down list when I go to add it to module...

There are no limits to external tools to my knowledge. With that being said, there are a number of different ways external tools integrate with Canvas, and you may need to review the vendor/creator documentation for each one. While some may be able to be added to a module, others may only be available as an assignment, while still others may be through a course navigation link, etc... Hopefully the creators of the tools you're trying to use will have created some good documentation for you to view.

I am able to enter the LTI links in the settings, apps, add, etc. But the problem is, when I go to the module, click add, the complete list is not there. It seems to stop around 100 entries.

I'll just add to the excellent info you've gotten so far from @chriscas. As a Canvas admin, you are able to look at where each of your LTIs are placed within your course. For example, click on your "Admin" button on your left-hand global navigation menu, and then select your school name. Then, click on the "Settings" menu on the left side of your screen. Then, click on your "Apps" tab. Next, click on the "View App Configurations" button. You'll see a listing of your installed apps in your account. On the far right side of the screen, you'll see a bunch of cog wheel icons. If you click on any one of those, you will find a "Placements" option. When you select this option, it will tell you where the app is placed within Canvas, and this list will vary for each LTI that you have installed. Something somewhat new with this list is that you can enable/disable where LTIs are displayed in Canvas by clicking on the green check-mark icon. Here's some more information for you...
