Is there a way for a Canvas Observer to view a list of missing assignments in currently enrolled courses?

A good way to look for missing assignments is by clicking on “grades” in whichever course you are in. Here you will see a list of assignments and the grade your student received. If they did not submit the work, you will see MISSING.

The only way to view all of the missing work for all enrollments would be running API calls which can be difficult if you aren't familiar with that.
