API Capabilities for Automated Student Enrollment from External CRM

We currently use Canvas Free. When students are enrolled in a course through our CRM, we want to automatically:

Create Canvas user accounts
Enroll them in the appropriate course
Receive webhooks when they complete courses

Questions:

Does Canvas Free include API access for this?
If not, which paid tier provides API/webhook capabilities?
What's the annual cost?
Do you have HubSpot integration documentation?

Looking to automate administrative workflows and improve student experience.

Hi @jbeneventi 

APIs only allow you to do things that you already have permission to do within the system.

The things that you want to do--in particular, create new users--require administrator permissions, which you cannot get on the Free for Teachers version.  You would want to contact Instructure, the maker of Canvas, for pricing information.
