I assume that you are referring to the Guide located at How do I generate a pairing code for an observer as a student?. In this Guide, under the heading of "Pair with Observer", there is the following:
Note: If the Pair with Observer button doesn't display in your User Settings, please contact your institution for assistance with pairing with an observer.
I recommend reaching out to your school's Online Learning / eLearning / Distance Education team or your school's Canvas administrator(s) to see if someone can assist you.

The settings for this are not in the course settings, but in the settings found in the upper left corner of the screen. If that is where you are and you do not see the option to pair with observer than @Chris_Hofer gave the best advice to solve that issue.
