I used to see an option for that, but don't see it now. Is this a setting my designers need to turn on?
You can usually send an invite to a specific student in the People page, clicking on the +People button on the top right: How do I add users to a course?
But just like Noah's option, this one may also be disabled by your institution so, if you don't see it, you may need to ask your local Canvas Admin.

As you can see what the replies left by @NoahBoswell and @Gabriel33, there are two ways to do it and whether either option is available to you (to faculty) depends on settings at your institution. At my institution, faculty are not able to use either option.

You can enable Let students self-enroll by sharing with them a secret URL or code in your course's settings at the bottom of the page to send students an invitation code or URL. If you do not see this option, you will need to reach out to your school's Canvas Admin for assistance.
