How do I make an outcome within Canvas Outcomes inactive? I am unable to delete the outcome since it was attached to an old rubric in a previous course.

I don't think this is currently an option when an outcome has been used. There is an idea around this at [Outcomes] Ability to Archive Outcomes - Instructure Community - 628455, so it is something that Instructure could consider adding in the future.
