How do I extend the time for one student to take the quiz, while all other students have a shorter time limit?

You'll want to get to the Moderate area for the quiz in question, where you'll be able to adjust the amount of attempts and time that a specific student would get (but still staying within the quiz availability window. The exact steps vary slightly depending whether you're using Classic Quizzes or New Quizzes, so I'll link a couple guides below for you:
