How can you change a student's grade after the final submission?

Unfortunately, this is not a question we can really answer here as this is a global community made up of Canvas and other Instructure product users from around the world. You will need to get in contact with someone at your school/institution (likely in the registration/records area) to get the most accurate answer since this will be handled differently everywhere.

@chriscas 's answer is perfect if, by final submission, you mean the grades have been finalized for the course. If your course is still active (for example, my class ends on Friday but grades are due by early January), and you are referring to their final submission of a particular assignment, you can just go into Speedgrader to enter a new grade. Just wanted to make sure we provided both options depending on what you meant by final submission.
The current placement of the "Submit" button creates a "slip" in user behavior where habit-clicking "Next" leads to an accidental final submission.
