I would like to understand that even when I check "This is a Group Assignment", how come I still get the option to select Everyone from under 'Assign To"? What does this signify?

A group assignment means students are going to work collaboratively to do the work (perhaps team assignment would be another way to phrase this). It does not mean that only certain students are expected to complete the assignment, that would be the assign to area, as you've discovered already it seems like. The How do I assign an assignment to a course group? - Instructure Community - 633 (canvaslms.com) guide gives more more details about exactly what a group assignment does in Canvas

It would be very beneficial for observers (parents) if they could view instructor comments. If they had access to this information, they could better understand the grading of individual assignments and better understand the errors that their student made.
