Did Canvas take away the ability to view access reports and see when students are actively working in tests? We used to use the 3 dots beside their name in the People tab, but now only their parents have the 3 dots.

When I take a look in our instance as a user that is a teacher and not an account admin, I can go into People in a course, then click three dots to the right of the user's name and choose User Details to get to a page with an option to view the Access Report. It may be that your institution has changed the permissions available for your user role. You may want to check in with them and see if they have made any changes.
I would also recommend checking to ensure you are using a supported operating system and browser. I had an instructor the other day who was facing issues because their software was no longer supported.
