Is there a way to export Item Banks as QTI zip files? I am aware that quizzes can be exported. However, my question is about Item Banks.

Unfortunately, there does not look to be a direct way to export Item Banks as QTI files. Fortunately, you can indirectly do this by creating a New Quiz that contains all of the Item Bank questions (see How do I add an item from an item bank to a quiz in New Quizzes?) and then exporting the New Quiz as a QTI (see How do I export a New Quiz from a course?).
