I have a quiz that has let's say 24 questions in it. Is there a way to put a rubric on one question and not on the whole quiz?

You could explore Mastery Outcomes as an alternative - these allow you to set an outcome against a whole quiz, or against individual questions

Unfortunately, this is not currently possible. I've had instructors ask for this option before though and do not see it as a current feature idea. You might want to think of submitting it as an idea for the next round of voting.

The fact that the teacher's gradebook view only displays the letter grade in the "override" column makes it difficult for the teacher to review grades, as the numerical grade entered cannot be determined in that view.
Screen readers seem to read out the LaTex and not the equation.
