Synching content

I am an Admin for my institution and I conduct course audits every term.  I constantly see out dated documents.  How can I better manage these documents in our LMS and ensure that all course shells have them in it?

Essentially this is what I want to be able to do:

How could I build a module that I can maintain the content that resides in it, lock it down, and make updates synch out to all courses?
