Students have uploaded pdf files to a quiz and the annotation tools are not in the Docviewer. I have tried Firefox and Chrome. I have attached a screenshot.

At the time of this post, docviewer/annotation is only available for files uploaded to Canvas assignments, not to quizzes (classic or new). I know there have been some ideas submitted to add this functionality to quizzes (for example, [New Quizzes] Allow annotated feedback in Speedgra... - Instructure Community ), but that's not something that will be available today.
I hope this at least addresses the issue, even though it's probably not what you were hoping to hear.
