How do I move students from one section to another. The 3 vertical dots are missing when I look at People. They are still there for the observers, but not the students.

From your description, you'll probably need to work with your school/institution Canvas team (usually in the eLearning / IT / Digital Education areas). More than likely, they restrict teachers form making changes to official enrollments, and that's why you don't have the three dots menu for students. Hopefully they can make adjustments themselves or get the enrollments properly adjusted in whatever system syncs information with Canvas.
