Everything seems to be blocked from student view even when I hit publish. I can't figure it out. The only thing that is visible is listed below everything else appears disabled.

Assuming you're a teacher, what do you see in your own view of the course menu? Do you see grayed out items with a little eyeball with a slash through it to the right of the menu name? If so, you probably need to enable the menu items if you'd like students to see them (by default most things should be available, but perhaps someone else customized things before). There is a help guide for this: How do I manage Course Navigation links? - Instructure Community (specifically see the enable navigation links section).

Yes, I am the instructor. I was able to travel to the navigation tab and everything is there. I moved everything I needed in the student view. Thank you so much @chriscas I appreciate the assistance esp. on this holiday weekend.
