Why can't I simply upload an existing rubric created for a specific course (in the same way that I can upload a syllabus)?
The rubric template that comes up automatically in Canvas is too difficult to edit and does not meet my needs.

I agree with you...adding/editing rubfics in a Canvas course can be a challenge. Fortunately, @James Jones has come up with a very handy "Canvancement" (Canvas Enhancement) that allows you to upload rubrics that are created using an Excel spreadsheet. I have used this countless times, and it has saved me hours upon hours of work. I'd encourage you to take a look at: Importing Rubrics from a Spreadsheet - Instructure Community (canvaslms.com). It's a lot of information, but James also has a handful of videos near the bottom of his posting along with the installation instructions (which I used the Tampermonkey extension in conjunction with Google Chrome).
