To my knowledge, there isn't an annotations bank available within the SpeedGrader of Canvas courses. You could always make a suggestion for an enhancement to Canvas along these lines, though. Check out the section on "Ideas and Themes" in this document:

I’m surprised that this is not an available option. This is an example where the Turnitin feedback studio thoroughly outstrips Speedgrader. There have been multiple requests for this (effectively QuickMarks) with all requests archived by Instructure.
