I'm not sure if this matters or not, but what do you have selected both at the account level and the course level for the Feature Option called "Default to New Quizzes"? Just a thought.
My best guess it that one of the teachers of that course set the default engine to Classic Quizzes. I would recommend seeing if you have the option to reset the quiz engine in the options next to the button to create a new quiz.

Has anyone run into issues with Speedgrader erroring when opening a student submission from a dropbox? See image for error information. I accessed this directly through the gradebook and instructors are getting the same message.
