It seems that I cannot find 'vary points by answer' feature. We are using Canvas open source version. Is there any settings to unlock it?

The vary points by answer option is part of "New Quizzes". As far as I know, New Quizzes is only available in paid Instructure-hosted Canvas instances right now. Other versions of Canvas have only Classic Quizzes, a totally different quizzing engine. I have no idea if this will change in the future, but hopefully it answers why you don't see the option right now.
