I am a TA in a course and have created rubrics for course assignments. However, the TA for the other section of the course can not see/use the rubrics I've created. How do you publish a rubric to the course for future use?

There is no "publish" button for rubrics. When you build a rubric via the "Rubrics" course navigation button/screen, they are just saved in that space once you finish building them. Or, if you first build a rubric directly under an assignment, then you will find that rubric on the "Rubrics" screen in your course.
When you say that your TA has "another section"...is that a completely different course (with a different CourseID number in the Canvas URL)? Or, are there two sections in the same course?

In Course Details, there is a pull down marked Participation, which can either be Term or Course. Is there a way to set this via the API?
