I was unable to create assignment in the learner lab. I couldnt find the 'Group' button to create assignment group and 'Assignment' button to enter the assignment details.

If you are looking for how to create assignment groups in your course, you can follow this Guide:
Then, you can create assignments within those assignment groups:
So, for example, you might have an assignment group called "Written Assignments" and another assignment group called "Quizzes". Further, you might have a third assignment group called "Graded Discussions". You can create as many assignment groups as you want and then add assignments in those assignment groups. And, if you wanted, you can weight those assignment groups. For example, with the assignment groups in my example, you might have something like:
