Canvas has an article around this: Which countries are restricted from using Canvas? - Instructure Community. Mexico doesn't have any restrictions that I'm aware of, so I think in general you should be able to access things as long as you have internet access. I always mention a caveat with this though, and that is that an internet provider (whether it's the service itself, or a location such as a hotel, restaurant, etc) can always have their own restrictions on what can be accessed so nobody could ever give you a 100% guarantee that you'll have full access from everywhere you are at.
