How can I disable the App Centre so Teachers do not add lots of apps that are not required at the minute and may also need configuration to work!?!

You can disable teachers from adding apps to their courses by going to permissions. It is located under "Manage LTI" disable it completely to stop teachers from adding, editing, or deleting apps within their courses.

In addition to the information that you received from @greydon, Canvas administrators can also whitelist certain LTI apps available from the EduAppCenter.com website so that instructors can only install those "approved" apps and not other apps that you might not want instructors to install on their own.
