Every user can set their own notification settings whether or not they want to be notified (e-mailed) about new course announcements. This is not something that you, as an instructor, can configure on behalf of your students. All users can configure notifications at their account level or at the course level. The fact that the teacher's gradebook view only displays the letter grade in the "override" column makes it difficult for the teacher to review grades, as the numerical grade entered cannot be determined in that view.
Screen readers seem to read out the LaTex and not the equation.
