Where can go to offer feedback about a completed course and rate an instructor?

I think your question would best be answered by someone at the University of Saskatchewan. Since Canvas Community members do not have access to your University's Canvas environment, your course(s), or any of their other Student Information Systems, we wouldn't be able to help direct you where you should go to give feedback. However, I did navigate your University's website for a few minutes, and I found a Support page that might help:

Click on the link for "Where do I get help?" on the left side of the screen, and then you will see a link for "submit a request" under the "OTHER SUPPORT OPTIONS" heading. You might be able to contact someone there...and hopefully figure out how you can provide feedback about your course and your instructor.
