I'm trying to find out whether the Canvas Mailtool can provide analytics about the % of recipients of a message sent that way have clicked and opened, the way MailChimp can track that.

Are you by any chance a member of Columbia University? I ask because Mailtool is also an in-house email tool for Canvas built by CUIT! In which case, I think your IT dept can help you get this data.
But if by Mailtool you mean the Canvas' email tool, then sadly no, we aren't able to get this data.
