Peer Review Won't Submit

I have added comments to my peer review and attached a file to the comment section on the side. Yet my peer review will not submit because it states, "This peer review is not finished yet. For it to be considered finished, you need to leave at least one comment.". I also will not allow me to attach any files to that side comment section. What am I doing wrong or what would I have to do to submit?

If you've typed a comment into the box (vs. leaving a comment as an annotation), be sure to save your comment to "apply" it to the assignment. Please also see the resource for details on how to complete a Peer Review assignment:

If you find that a different step (maybe submitting the rubric?) allowed you to submit the Peer Review, let the Community know.
