As an account admin I want to enable my staff and students to take advantage of user profiles. Im not seeing how to turn this on at the admin level. Can anyone help?

What do you mean by "take advantage of user profiles"? What kinds of things are you hoping to do with this?
I want students and staff to be able to create Bios. This is done through profile correct? However, my staff says this is not an option for them currently and needs to be turned on at the institution level. I cant seem to find where to turn this feature on.
