Can you create Modules is the summer without classes?

Can I create modules for later use if I don't have any active classes? I want to create some modules for use next year. I was going to create them in last years classes while they were still up and then share them in commons. But since the grading period for all the classes has closed out I am not allowed to post anything in them. It does not appear like I can create a dummy class for this purpose.

Yes, you should be able to create a course that you can use to build content for future use. These courses are often called Sandbox Courses. From your Canvas dashboard, look to the right to find the button "Start a New Course". Some institutions may have this turned off. You can read about Manually Created Courses here. You can then share to the commons and/or you can use the course import tool.
