Hello there, @194268 ...
I am sorry to see that your question has been sitting here unanswered for such a long time. While I don't have a complete answer for you, I wonder if you had reached out to the folks at the Canvas Help Desk about this issue in Commons? I'm not sure what "code: INVALID_LAUNCH" means with respect to Commons, but I'm hopeful that, by now, you've been able to get this resolved on your end...or that the issue resolved on its own. However, if you are still looking for some help with this, please come back to provide an update. Either way, please let us know if things are working well for you or not.
Looking forward to hearing back from you. Thanks!

Is this a known issue in Commons and New Quizzes. Am I better off just creating a course and sharing the New Quizzes with staff?

The above end point appears to return the number of records that…
