Is having students read the textbook considered an assignment or an activity if there is no grade but a required date?

From an instructor standpoint, I classify required textbook reading as a course activity. Even though there is a due date attached, the purpose of the date is usually to help students stay on pace with the course rather than to evaluate their performance. If I want to verify completion, I pair the reading with a quiz, annotation activity, or discussion, which then becomes the assignment.
