The help article on importing Rubrics from spreadsheets was written in 2018 and appears to be out of date. In particular, the "import" button does not appear in the location described. Are there more up to date instructions on how to do this?

Can you give a link to the guide you're referring to? I have a feeling it may be a user post, and not actually an official guide, but it would be good to verify.
As far as I know, the original rubrics interface in Canvas did not have any official rubric importing ability. If your school/institution has Enhances Rubrics available, that improvement does add an import and you can find the instructions at How do I import rubric assessments using Enhanced Rubrics? - Instructure Community.

I'm guessing that you were looking at James Jones' "Canvancement" (Canvas Enhancement) called Importing Rubrics from a Spreadsheet. I used this all the time in my previous job when I would build Canvas courses for our faculty. It adds an "Import Rubric" button to the "Rubrics" screen. It was a huge time saver for sure!
I do agree with @Chris that you may be using the newer Enhanced Rubrics interface, which may not work with James' script. In fact, I believe the format to import rubrics from a spreadsheet is different from what James originally created. You'll want to refer to the Guide that Chris linked to in his post.

When you are creating a quiz and/or also reviewing a quiz in Canvas after the class has taken it, the questions aren't numbered so after you get past the first few questions, there is no way to even tell what number you are on. Can someone change that?
