My add people button is not active

There might be a couple different reasons as to why the button to add people is not active.
First, you may not be able to add people because of your role in the course. Many schools do not let instructors enroll other people (students, instructors, TAs, etc.) manually because they have a SIS (Student Information System) that is connected to Canvas that handles all enrollments. Only Canvas administrators would be able to add others to your course. You'd want to talk with your school's local Canvas admin team to see if they can be of assistance.
Second, if you take a look at your course "Settings" screen, look at your course start/end date section. If the end date is set to some day in the past, then the button to add people to your course might be grayed out. If you are able to change the end date on your own to some random date in the future, you could temporarily change the date (make sure to save your changes), then add the person(s) to your course, and then change the end date back to what it originally was. Again, this all assumes that you are able to change the end date on your own.
