Is there a way for students to see or be notified of a comment on their assignment submissions?

Yes, your students can choose to be notified of a submission comment by enabling this setting under their account's notification settings. While I'm pretty sure the default setting is set to enabled, students can wish to disable these notifications if they'd wish.
