In the past (more than a year ago) when I posted an Announcement in Canvas, it was also sent to students via email.That doesn't seem to be happening now, and I don't see any reference to this in my class settings.

Whether students receive an email notification about announcements or not is a preference each student can manage on their own. The default is that students would receive the notification emails. With the Discussions/Announcements redesign released earlier this year, I know there were some edge cases where notifications weren't sent (especially for announcements scheduled for the future), but I believe those have been resolved at this point. I'd first recommend having students check their spam email folder to make sure things aren't getting sent there. If the notifications still are not there, you could contact Canvas support to have them look into things further for you.
